The public is invited to comment, from December 14 through December 24, 2015, on the Minnesota Pollution Control Agency’s (MPCA) Draft Section 401 Water Quality Certification (401 Certification) for the 21st Avenue West Aquatic Habitat Restoration Project in the Duluth/Superior Harbor. As explained in the draft 401 Certification, the United States Army Corps of Engineers, operating under an agreement with the MPCA, plans to place material dredged from the federal navigation channel into this 350-acre project site to restore aquatic habitat.  Approximately 770,000 cubic yards of material will be placed during the next five years.
